Ocean governance of maritime administration in local government has emerged as an important policy agenda. Despite the substantial contribution to understanding the ocean governance in Korea, a review of the literature reveals some weakness in the study of emerging forms of governance in local government. Therefore, this study aims to investigate the status of ocean governance and draw alternatives in applying appropriate ocean governance structure of maritime administration in local government. In particular, this study focuses on ocean governance in relation to an ongoing deconcentration of port and fishery administration. The analysis result revealed that governance level of maritime administration was not high in some factors such as participation, cooperation, collective decision making. This is caused by the lack of a ocean governance structure. From the perspective mentioned above, unless our civil society are mature enough and the relationship between the government and civil society are developed to a level of equality in terms of policy power, an ocean governance with a high level of citizen participation cannot be established.

This study is intended to suggest analysis methods through dispute situation board to ensure effective management of conflicts and disputes. In order to focus more on concrete and practicality compared to the existing studies about disputes, this study suggests information about interrelationship of interested parties based on lines and dots through visualization. Moreover, in order to examine practical aspects, actual examples of disputes related to crematoria in Bucheon and Hanam were applied in five steps and compared. According to comparative analysis of dispute situation board, differences include “policy goal”, “actors and their coalitions”, “level of physical conflict” and “the impact of issues and interests” while similarities include “closed networks”, “conflicts against residents”, “increase in disputes” and “involvement of ambient local authority”, affecting disputes. In addition, methods of conflict management was drawn from the suggested differences and similarities. The possibility of applying dispute situation boards to practical cases was examined as follows:Firstly, it is possible to find out dispute situations more easily and quickly compared to the existing conflict analysis methods;Secondly, as the number of interested parties increases and conflicts become more complicated, application of dispute situation boards is more meaningful;Thirdly, motivation to detect informal actors which were not recognized is brought; and Fourthly, data about new conflicts and dispute solving are created to be used for researches and training.

This study analysed a dilemma bring about liberal governance focused a state autonomy for the policy driving force. And so, liberal governance problems for the policy driving force have an argument among a State, NGO, and Market. According to this findings on analysis, the liberal governance defines a mode of governance for the subject of rights respectively. This a dilemma caused liberal governance involves problems with the policy driving force, That is a trade-off between policy values and several a subjects, and so on, policy implementation lead to much policy opportunity costs. This policy problems build up a paradox about a state leadership crisis. For the policy problem-solving, liberal governance serves as a consistent policy, a joint efforts with all subject, and a minimum opportunity costs for policy driving force. The order hand, a state autonomy for the policy driving force keeps an eye on to make a safeguard boundary in check counterattack on anti-liberal dogma.

Since the ``June 29th Declaration of Democratization`` in 1987, Korean society has experienced a period of sweeping changes. The changes have not been merely a reflection of the passage of time, but fundamental transformation of the very principles that steer our society. Over twenty years have passed and there appears to be no end to times of exhilarating changes. The old mind set of the period preceding 1987 collapsed swiftly and the search for a new paradigm still continues through a variety of initiatives and reforms as democratization celebrates. Korea is now on the road to democratic transition. The authoritarian regime, which have looked so strong, have come to an end and it is in the process of the democratic transition. This essay offers historical views and the framework for an explanation which can be applied to the preparatory and phase of democratization: the cause of legitimacy crisis with regard to the start of democratization, the process of mobilization in respect to the driving force of democratization In conclusion, democratization is a political process that reveals the structured contingency, in which the political elites of the authoritarian regime as well as the democratization camp may have an unintentional role in the decision phase of democratization. This is largely owing to the fact that in such a fluid and uncertain environment, the political elites may momentarily or mistakenly commit themselves to democratization. Korean civic groups have historically had a strong influence in political/ public affairs and have received significant recognition for their achievements. Under the new administration, Korea is currently experiencing a new shift in its democratization. As the country is moving toward more democratic governance, from authoritarian regimes, civic groups in Korean society meet new challenges.

The paper analyzed whether there exist the differences in administrative organizational cultures and operational characteristics of BSC between governmental levels in a nation, and whether those differences lead to the differences in the effectiveness of the implementation of the BSC between the governmental levels. The results of the analysis showed that in Korea, there do not exist the differences in administrative organizational cultures between upper-tier and lower-tier local governments, and the upper-tier local governments make better use of the BSC than the lower-tier local governments, when it comes to the operational characteristics of the BSC. These facts lead to the results that the upper-tier local governments have so slight greater effectiveness of the implementation of the BSC than the lower-tier local governments. In America, there never exist the differences in both administrative organizational cultures and operational characteristics of BSC between upper-tier and lower-tier local governments, and thus there do not exist any differences in the effectiveness of the implementation of the BSC between the two.

As President Lee Myung-bak has focused on the principle of “small and efficient” government in his inauguration in Feb. 2008, the administration not only decreased the number of ministries, but also integrated some government organizations that have similar missions and functions. Conducting the administrative reforms, the administration has introduced the management practice, i.e., post merger integration (PMI) that has been originally developed and introduced in private sector organizations after conducting M&A, to smoothly facilitate the integration for increasing efficiency and effectiveness in the public sector. However, there have been few studies examining the degree of implementation of PMI programs and organizational effectiveness in the public sector. To overcome this problem, this study examined public employees’ attitudes toward PMI and organizational effectiveness in public sector organizations. Employing a two-stage cluster sampling method, this study collected 248 usable data from the four ministries in the central government. The findings indicated that PMI for functioning has been widely used in the four government organizations (mean statistics: 3.113). Additionally, the findings reported that the mean statistics for other PMI approaches were presented as 2.87(mission & vision), 2.83(organizational culture), 2.93 (personnel), and 3.00(performance). On the other hand, in terms of the effectiveness of integration, this study found that PMI approaches are more likely to positively affect organizational commitment(3.00), job satisfaction(2.90), cost reduction(2.85), and harmonious policy-functioning(2.92). Implications for researchers and practicing managers are discussed.

This study focuses on examining the effect of public officials`` pay-for-performance satisfaction upon wage satisfaction, job satisfaction and organizational commitment positively. The results are as follows. Firstly, pay-for-performance program acceptability, effectiveness, premise fulfillment, fairness, pay-for-performance satisfaction, wage satisfaction, job satisfaction and organizational commitment are analyzed to understand the overall reaction of public officials to pay-for-performance program management. As a result, in general public officials have had a positive reaction to the basic elements of pay-for-performance program, but a highly negative reaction has been shown on the matters of managing the program. Although they agree with the program itself, they have a considerable dissatisfaction in managing the program including the standard method and result of determining the pay-for-performance. Regression analysis in verifying the factors affecting pay-for-performance satisfaction demonstrates that a positive effect is given to fairness, effectiveness, salary satisfaction and prerequisite satisfaction in the order named, but an occupational category and demographic factor have no significant impact. Most of all, efforts to improve standard and method in determining the pay-for-performance, to make democratic and rationalistic process, and to pay the actual amount in proportion to performance are essential. And, the pay-for-performance satisfaction gives the most serious effect on wage satisfaction, which is followed by organizational commitment and job satisfaction. In particular, when occupational category and demographical factors are applied, occupation makes a significant effect on wage satisfaction and job satisfaction, but no significant effect is given to organizational commitment. Among demographical factors, the level of education only has a meaningful effect, and other factors have no significant effect statistically.

Identity programs of local government have been increasingly paid more attention, but little is known about them, since image studies have been lacking in the public sector. This study examined ``symbol`` elements of identity programs in three countries of the USA, Japan, South Korea from 2004 to 2009. Two questions in particular were asked; What are similarities and differences between ``symbol`` elements of state/metropolitan governments`` identity program among them? What changes have been made over the last 5 years? This study gathered data from Internet homepages of 50 states of the USA, 47 metropolitan governments in Japan, 16 metropolitan governments in South Korea. The data were collected at two points of time, respectively 2004 and 2009 for comparing the changes over the last 5 years. Although the analysis was limited in state/metropolitan governments, findings do confirm the differences and changes of identity program ``symbol`` elements in understanding the efforts of creating image on the governments. Based on the findings, future research and policy implications were discussed. This study contributes to extending our understanding of the ``symbol`` elements of identity program in creating an image for the governments by providing information of differences of the elements between three countries as well as an evolution of identity program.

From the inception, Graduate School of Public Administration in Seoul National University (GSPA in SNU) has played a significant role in the introduction and the systematization of public administration in Korea. The function and gravity of GSPA in SNU in Korean public administration, however, have been shrunk gradually. Even though GSPA in SNU has lost the absolutely dominant status in Korean public administration, it still has maintained the relatively dominant position in Korean public administration. When we closely look into the system for recruiting professors in GSPA in SNU, we are able to find the fact that those who have a doctorate degree from prestigious universities in foreign countries and published their paper in SSCI are extremely preferred. When it comes to the academic achievement of professors in GSPA, their academic achievement has not been quiet impressive compared to scholars in other universities. In addition, they have actively done public activity. In spite of the fact that there are 151 people who have been awarded the doctorate degree from GSPA in SNU, they have no opportunity to be a professor in Seoul National University mainly due to the disbelief of their academic qualification and academic performance. It can be said that the academic trend of GSPA in SNU highly depends on introducing knowledge of global policy and public management theory which are created in advanced countries. Furthermore, the imbalance of academic methodology and ideological inclination are also found. Moreover, faculty members of GSPA in SNU have done little thing to develop the public administration theories which reflect the idiosyncrasy of Korean government. Therefore, to improve core competence of GSPA in SNU, some alternatives such as self-imposed control of conducting excessive government projects and doing public activity, streamlining the system for evaluating academic performance of professors, and developing a wide variety of curriculums are strongly suggested.

This study examines factors affecting turnover intention of long-term care workers. Although there has been considerable interest in the role of long-term care workers in our society, the empirical study on their work and life is still lacking. In particular, the relationship among job stress, job satisfaction, job commitment, and turnover intention of long-term care workers has not been studied in the previous literature. By applying Structural Equation Model to the data collected from long-term care workers(N=272) working in the Kwangjoo megalopolis area, this study attempts to elucidate the complicate relationship among job stress, job satisfaction and job commitment, and turnover intention. The results show that job stress measured by role ambiguity and unfavorable relationship with co-workers decrease job satisfaction and job commitment, and that low levels of job satisfaction and job commitment are positively associated with high probability of turnover intention. Accordingly, the results imply that turnover intention of long-term care workers can be reduced by providing them with psychologically and socially supportive work environment minimizing job stressors. Furthermore, the findings tell us that new kinds of policy regarding long-term care workers are urgent in order to make them work in better organizational environment and thereby facilitating their expertness in giving service to the old people.

The purpose of this paper is to examine the current status of multicultural service in Korea and to provide service suggestions, focusing on the Multicultural Family Support Center(MFSC). The analysis has been proceeded from two perspectives, service customer (multicultural families) and service provider (the multicultural support center). From the service customer perspective, the research result shows several problems which are the low level of accessability of multicultural families, the lack of considering diversity of their demands. From the service provider perspective, it is found that there are several reasons to hinder the effectiveness of the multicultural service. Programs provided in MFSC are not successful in inducing participation of multicultural families and MFSC is not only slow but also incomprehensive in providing relevant services. Furthermore, it does not also have an adequate system of managing follow-up services to them. Based on these findings, the paper suggests the following service directions, providing customer-tailed services, improving the accessibility of multicultural families, systematic provision of visiting education services, diversifying program operation.
